Our main goal in the years to come is to conduct massive exploration and extraction activities starting in Lambayong and onwards to Liguasan Marsh.
We are the intrepid and daring people of Mindanao who have deep roots in Sultan Kudarat, Maguindanao, Davao City, Jolo, Cotabato City, Liguasan Marsh and North and South Cotabato. We are deeply committed using cutting edge technology to continue the efforts of our forefathers to commercially extract the vast oil and natural gas deposits in the so-called Cotabato Basin (CB). Once inaccessible to sustainable drilling operation, we opened up CB (Sultan Kudarat-Maguindanao-Liguasan Marsh-North and South Cotabato) once again to serious prospectors.
We are guided by the overwhelming support of the Sultans and Datus and their massive base without which we could never set foot in the CB. We are inspired by the strong encouragement of the political leadership and their constituents at all levels who rewarded us their full trust and confidence to effectively conduct drilling operation of oil and natural gas that were first discovered in Dalican, Datu Odin Sinsuat, Maguindanao in 1916 by the Bureau of Public Highways.
We would like to emulate the pioneering resolve of the Petroleum Geophysical International Corporation, an American firm that first conducted gravity and seismic surveys in Gansing (Bilumen), a barangay in Lambayong, Sultan Kudarat in 1959 – 1960 the results of which became the basis of the 1961 interim agreement between Maremco Mineral Corporation (concession owner) and Anglo Phil Oil Corporation.
We would continue, persevere and hopefully overcome the high pressure drilling difficulty encountered by the pioneering Anglo-Maremco Joint Venture operation in 1962 when they failed to drill beyond 4,000 feet in their 3 wells in the Gansing Prospect. We hope that with modern technology we could solve the drilling problems that frustrated the petroleum engineers who from 1962 – 1972 attempted to set-up exploration wells in Gansing, Lagao, Bambad, Pedtubo (Sultan Kudarat barangays) and the Roxas Mountain Range in South Cotabato using only pure guts and antiquated drilling equipment.
We are willing to welcome back and partner with exploration experts from all points of the compass like the Texas Oil Rangers of Shell USA who in 1980 were prevented to enter the CB. This same group transferred their sight to the Malampaya-Camago Gasfield in Palawan in 1990 and forged a Joint Operating Agreement (JOA) with Occidental Philippines to successfully extract 3.4 TCF of natural gas in the so-called Service Contract 38 in 1998 with its consortium partners Chevron-Texaco and the Philippine National Oil Company (PNOC).
We would continue the indomitable spirit of the senior geologists and petroleum engineers of PNOC with its exploration arm PNOC-Exploration Corporation (PNOC-EC) who in the 1980’s conducted seismic lines survey in the CB starting from Datu Piang (formerly Dulawan), Maguindanao to the Roxas mountain ranges of South Cotabato bypassing the Sultan Kudarat towns of Lambayong (Gansing, Lagao and Tukanakuden), Isulan (Bambad), Esperanza and President Quirino (Pedtubo), Sultan sa Barongis, Maguindanao and Tantangan, South Cotabato.
We would endeavor to accomplish the World Bank funded and Canadian government seismic program in 1992 complemented by geologic mapping of the CB. We give full assurance to all our exploration partners, investors and stakeholders that henceforth there would be no longer any untoward incident just like what Petronas of Malaysia and PNOC-EC exploration teams experienced in 1997 in Liguasan Marsh.
We will re-open the spudded Gansing wells capped by Anglo-Maremco in 1966 and the Tukanakuden gas well abandoned by PNOC-EC in 2002 in Barangay Caridad, Lambayong, Sultan Kudarat. We will explore again if necessarily but we will surely extract the oil and natural gas that were first discovered in CB more than a century ago. We will use the latest computer software to analyze the seismic lines and we will use modern technology to accurately pinpoint where to set-up our appraisal wells and production platform.
Our Almighty God who allowed us to see the wonders in Malampaya more than 20 years ago would allow us by faith to repeat the production of sufficient oil and natural gas starting in Lambayong, Sultan Kudarat up to the rest of the entire Cotabato basin. Our professional team of experts, geologists and petroleum engineers supported by top management are driven by our commitment to succeed in the next 3 years because beyond that the natural gas in Malampaya would be exhausted and with no replacement, the country would be importing expensive gas to power 5 generating plants in Luzon. We don’t want that to happen.
SK Liguasan Oil and Gas Corporation (SKLOGC) is a Mindanao based Exploration Company that aspires to extract the oil and gas deposits in the provinces of Sultan Kudarat, Maguindanao and Liguasan Marsh. Our main headquarters is in Lambayong, a thriving municipality in Sultan Kudarat where presence of oil and gas deposits is found mostly in its 27 barangays. Two barangays in Lambayong, Bilumin and Caridad are popular among oil and gas explorers. It was in Barangay Bilumin (formerly called Barangay Gansing) where three wells namely Gansing 1, Gansing 2/2A were drilled by Anglo Philippine Oil Corporation and Maremco Mineral Corporation (Anglo-Maremco), a Joint Venture Exploration Company from 1962 – 1972.
According to the narrative of an old hand geologist who is extremely familiar with the Gansing wells, Anglo-Maremco when it drilled to a depth of 2,000 feet large quantity of crude oil with water and gas shot upwards at 65 feet. But they failed to reach their desired depth of 6,000 feet, not even breaching 4,000 feet because huge gas pressure was hindering their effort. More than half a century ago, the drilling technology was not as sophisticated as of today hence the early pioneers abandoned the Gansing Prospect. Even encountering extreme drilling difficulty
Tukanakuden, a sitio in Barangay Caridad is where we found the abandoned Tukanakuden gas well. The Tukanakuden Prospect is near the two other gas wells called Sultan sa Barongis 1 (SSB1) and Sultan sa Barongis 2 (SSB2). While Tukanakuden is inside Sultan Kudarat, SSB1 and SSB2 are inside Sultan sa Barongis, a municipality of Maguindanao. It was in this area that intensive exploration operation was undertaken by PETRONAS of Malaysia and by the Philippine National Oil Company – Exploration Corporation (PNOC-EC) in 1992 – 2002. PETRONAS terminated its exploration because they were looking for crude oil and not natural gas, which they found abundant in this area. On the other hand, PNOC-EC capped their well because of security issues in 2002.
On the other hand, crude oil was first discovered in 1916 in Dalican, a barangay of the municipality of Datu Odin Sinsuat, province of Maguindanao by Public Works personnel looking for water. In 1980, a team of Texas explorers hired by Shell USA went to Liguasan Marsh but was prevented by Muslim leaders in the area. This same team returned to the Philippines after 10 years and had a Joint Operating Agreement with Occidental Philippines, Inc. in the Malampaya-Camago exploration site known as Service Contract (SC) 38 in Northwest Offshore Palawan. This project metamorphosed into the Malampaya Deepwater Gas to Power Project producing enough natural gas to supply 5 Gas Power Plants in Batangas generating 3,200 megawatts that would last up to 2024. Old hand at Shell Philippines had opined that if their pioneers were not prevented forty (40) years ago in entering Liguasan, the so-called Cotabato Basin where Liguasan is centrally located, could had been developed first ahead of the Malampaya gasfield.
We testify to the veracity of this account because we found oil seeps in the Liguasan Marsh areas in Barangay Talitay, municipality of Datu Montawal and in Barangay Dalgan, municipality of Pagalungan province of Maguindanao. We also found methane gas in the municipality of General Salipada K. Pendatun (GSKP). Overall we identified twenty (22) sites in the Maguindanao-Liguasan Area that have potential for oil and gas deposits. Because of the passage of the new Bangsamoro Autonomous Region for Muslim Mindanao (BARMM) law in 2018 replacing the former Autonomous Region for Muslim Mindanao (ARMM), the peace and order in Liguasan has improved dramatically.
Our main goal in the years to come is to conduct massive exploration and extraction activities starting in Lambayong and onwards to Liguasan Marsh. We are encouraged by the reception and acceptance by the local residents who in the past years were troubled by relentless fighting living in conflict and security deprived communities. The Association of Barangay Chairmen (ABC) in Lambayong has given us exclusive right to conduct oil and gas exploration in their 27 barangays while the Sanguniang Bayan of Lambayong and the Sanguniang Panlalawigan of Sultan Kudarat have also granted us the same acceptance in fitting recognition of our sincere and brave effort to open the sites which were closed for 2 decades for exploration.
Project Location
The Cotabato Basin (CB) is a 1.2 million hectare area in Central Mindanao encompassing the provinces of Sultan Kudarat, Maguindanao, North and South Cotabato to include the never been totally surveyed Liguasan Marsh and the independent city of Cotabato. It has a northwest-trending depocenter located between Latitudes 6° and 7.5° North and Longitudes 124° and 125.5° East. CB is one of two large Tertiary sedimentary basins in this island whose boundaries are defined onshore by major mountain ranges: the Daguma Range on the west and the Central Cordillera of Mindanao on the east. It is noteworthy to observe that Lambayong, a municipality of Sultan Kudarat where the 3 wells of the Gansing Prospect are found, is located at the center of Central Mindanao. SK Liguasan Oil and Gas Corp. is committed and determined to extract all the hydrocarbon deposits in the CB. We will use all God-given talents and cutting-edge technology to accomplish our vision to realize a sustainable and progressive Mindanao, starting of course in the municipality of Lambayong, the provinces of Sultan Kudarat and Maguindanao and Liguasan Marsh.
Our Strategy
The passage of Republic Act no. 11054 S-2018 otherwise known as the new Bangsamoro Autonomous Region for Muslim Mindanao (BARRM) has divided the Cotabato Basin into two areas: inside and outside BARMM. Sultan Kudarat and South Cotabato are outside BARMM while Maguindanao; some municipalities of North Cotabato and Liguasan Marsh are inside BARRM. This law has complicated our exploration program. For oil and gas sites in Sultan Kudarat and South Cotabato, we have to obtain Service Contract from the Department of Energy (DOE) and from BARMM if we explore in Maguindanao and Liguasan Marsh. Unfortunately, BARMM after replacing the old Autonomous Region of Muslim Mindanao (ARMM) has yet to pass enabling laws on Energy and Implementing Rules and Regulations (IRR). Our goal to explore and extract the entire Cotabato Basin is restricted by this legal divide. So our strategy is to start our Work Program (WP) in Sultan Kudarat and South Cotabato before we enter BARMM territory.
