OUR STRATEGY
Our strategy is to start our Work Program (WP) in Sultan Kudarat and South Cotabato before we enter BARMM territory.
The passage of Republic Act no. 11054 S-2018 otherwise known as the new Bangsamoro Autonomous Region for Muslim Mindanao (BARRM) has divided the Cotabato Basin into two areas: inside and outside BARMM. Sultan Kudarat and South Cotabato are outside BARMM while Maguindanao; some municipalities of North Cotabato and Liguasan Marsh are inside BARRM. This law has complicated our exploration program. For oil and gas sites in Sultan Kudarat and South Cotabato, we have to obtain concession license from the Department of Energy (DOE) and from BARMM if we explore in Maguindanao and Liguasan Marsh.
Unfortunately, BARMM after replacing the old Autonomous Region of Muslim Mindanao (ARMM) has yet to pass enabling laws on Energy and Implementing Rules and Regulations (IRR). Our goal to explore and extract the entire Cotabato Basin is restricted by this legal divide. So our strategy is to start our Work Program (WP) in Sultan Kudarat and South Cotabato before we enter BARMM territory.
